Melt value vs collector value
Commemorative coins are sold by the Mint above melt value, and on the secondary market each issue has its own collector price. That price depends on the issue, its mintage, whether it's a proof or uncirculated coin and its condition. Melt value tells you what the silver alone is worth, which is the useful number when an issue trades close to its metal content.
